We are doing this because there is a need. not because we simply want to. It is obvious that all of us would love to see American workers flourish first and foremost. but the facts are such that this is a necessary thing that we must have in our economy. As to the issue of whether it will help border security. I happen to believe if we have a legal means for people to come across the border to meet that same supply and demand we are talking aboutthere is a demand for workers. there is a ready and available supplythose two are going to meet one another. and we are going to enhance our border security. But would it not help border security if we also had a legal means by which people could come and work in this country? Of course. it will. That will give us a safety valve.
