It is part of what our economy needs. I could get into all kinds of other issues. such as wage scale and foreign trade and issues such as that. but I dont know that they are relevant to the subject at hand. I do hope my colleagues will support defeating the Dorgan amendment because I believe this amendment would not only do great harm to the bill. it would be the end of this very comprehensive immigration bill. At the same time. in this bill I think we have. negotiated through this process. carefully balanced the needs of our economy with the rights of workers. as well as made sure that we are keeping a good balance between the needs of the economy and also that which is necessary to be fulfilled by a foreign workforce.
