But what I would like to talk about is the key part of my amendment deals with the transition with regard to designated fingerprinting services. Because of the concerns over quality and veracity of the prints being given to the INS for background checks at the FBI. this bill halts the ability of INS to accept prints from various outside sources after March 1 of next year. In addition. though. the committee very aptly put Into the bill $22.3 million to be spent on a new electronic fingerprinting system which will scan the fingerprints of applicants and electronically transfer them to the FBI for background check. a very welcome and needed addition to the INS and naturalization process. very important for a number of reasons. First of all. it would be more accurate. Secondly. it would be more speedy.
