I went to various factories. I talked also to the law enforcement agencies that are there. who said yes. there was a problem 5 years ago. but now we are forcing these employers to honor their contracts. Thus. these contract laborers are living better than they would if they were stuck in China or the Philippines. I will tell the Members. the people of the Northern Marianas. their standard of living is going up. not down. That Is compared to all these other island possessions of the United States which are relying on handouts from the American people. and those island economies are on the way down.
