They are required either to be in school or on jobs or in job training. and there is a very substantial amount of funding in this bill for child care so that mothers can realistically do that. There are some provisions in this legislation which I think should have been corrected. I think the amendments offered to leave noncitizens on the welfare rolls and apply the limitations only to the future would have been more sensible so people who come into the United States would have notice that they are not going to have the benefits. I think the moratorium which was suggested on Medicaid benefits would have been sensible. This bill provides for tough enforcement measures for child support. so parents have an obligation to support their children.
