I say to my colleague. I am prepared to debate this with you. but. in the first place. again. that is less than 1 percent of the budget. We spend that much in an afternoon on some other programs that I know my esteemed colleague supports. But I also point out to my colleague that this bill cuts $54 billion from these programs over the next 6 years in the name of welfare reform. with most of the cuts coming out of food stamps and coming out of help for legal immigrants. The real problem. Mr. President. is that this bill is not designed to move people from welfare to work.
