I joined my colleague from Delaware. Senator BIDEN. on June 12 in introducing bipartisan legislation captioned S. 1867. which was an identical bill to a bipartisan bill introduced by Congressman CASTLE and Congressman TANNER in the House. The BidenSpecter bill was not successful. nor was the ChafeeBreaux proposal successful. both of which would have eased the problems for children and eased the problems for immigrants. and I think made for a more orderly transition on welfare reform. I regret very much that Senator BREAUxs amendment did not pass. Senator BREAUXS amendment being directed to provide vouchers for children beyond the 5 years.
