Before that it had no limit. It could have had half a million new workers. as one of the people from California who testified in the committee indicated would occur. We would have a half a million new workers. We could have a million new workers. This undercuts the rights of the American people and we cannot accept an amendment like this. We have a program right now. the H2A program for agricultural workers. It allows no limit. It has 17.000 participants. The gentleman from California and others have complained that it is not an effective program. I have offered six modifications of that program. so many that I am sure the gentleman from California thinks I have offered too many.
