Mr. Chairman. I yield myself the balance of my time. Mr. Chairman. I believe the gentleman from California is absolutely correct. This is an audaclous amendment to this bill. Just an hour ago. we defeated the legal reforms in this legislation. We took them all out that would have had some modest reduction in legal Immigration. and now what do we have? We are going to go the opposite direction and add 250.000 new workers in this country. The gentleman is correct. the amendment that he offered in the Committee on Agriculture had no limit. I offered an amendment to put the 250.000 cap on it.
