My amendment improves the current law and makes it workable. We do not need an amendment that increases the number of people authorized to work in this country by the enormous amount that this program or before it was modified to even higher amounts. We need to reform immigration. not open it wide open. We have very high unemployment in many. many rural areas in this country. We need to also take into account the fact that with welfare reform we are going to be asking millions of Americans to leave the welfare rolls and to take work. Mr. Chairman. now is not the time to increase immigration. Now is the time to defeat this amendment.
