Mr. President. with all respect to my friend and colleague from Texas. we have 700.000 legitimate immigrants. 550.000 of those are family members. the other 150.000 are nonfamily members. Threequarters of those are already here in the United States. threequarters of them. We have 300.000 people a year that are pouring across that border down across Texas and by boat to other parts of the country. Many of them are endangering the American population. They are a much greater and more legitimate issue than thinking we have really done something in the U.S. Senate by legislating a restriction on the basis of HIV status.
