And the reason we offered the amendment is not that Bill Clinton is a Democrat. whereas George Bush was a Republican. If President Bush had sought to change this policy. we would have still offered this amendment. because it would have been a policy that was a mistake. a policy that was expensive. and a policy that denied Americans benefits that they do not now have to provide benefits to people from other countries. So our basic position is this: If you want the President to have the ability to allow AIDSinfected immigrants to come into the country and impose a $100.000 per person cost on the American taxpayer. then you want to vote against this amendment and you want to vote for the amendment of the distinguished Senator from Massachusetts. If. on the other hand. you believe that the President. having instituted this policy. probably should not be trusted to act unilaterally and. as stewards of the people who elected us. that we ought to require in statute that the current policy will be in place until it is changed by law. then we are going to want to vote against the amendment of the distinguished Senator from Massachusetts and we are going to vote for the amendment of the distinguished Senator from Oklahoma. I have no doubt in my mind that the American people are in no way confused on this issue.
