The High Commissioner was elected by the U.N. General Assembly in December to succeed Thorvald Stoltenberg of Norway. and she took office in February. She was immediately plunged into the urgent refugee crises in Iraq and its borders with Turkey and Iran. and in the Horn of Africa. The number of refugees worldwide continues to mount from 14 million 2 years ago to nearly 17 million today. I want to express my personal support for the High Commissioner in the awesome responsibilities that she has taken on. Already it is clear she is carrying out these responsibilities with an effective blend of principle and pragmatism. She stands with the refugees. and she knows how to get the job done. I ask unanimous consent that the text of the High Commissioners address at Georgetown University June 25 be printed in the RECORD.
