Mr. President. the new U.N. High Commissioner for Refugees. Mrs. Sadako Ogota of Japan. delivered an address at Georgetown University June 25 entitled "Refugees in the 1990s: Changing Reality. Changing Response." It is an important statement. We had the honor of welcoming the High Commissioner to the Foreign Relations Committee on the afternoon before her Georgetown speech. Her command of the subject matter of her responsibilities Is impressive. This despite the fact that she has been in her high office for less than 4 months. Madame Ogato is the first Japanese and the first woman to hold the position of High Commissioner.
