I do not recall that the intent of creating the GAO was to provide a source of policy recommendations on issues of that sort. We have enough policymakers around Washington as it is. without GAO getting into the business. Let me share with my colleagues a personal example of the sort of GAO activity which I believe demonstrates clearly the need for an inspector general. As you all know. I have been deeply involved in immigration and refugee issues in my time here. Any one of the things that Senator KENNEDY and I placed in the last legislation was to have a review. by GAO. to determine whether employer sanctions had been solely responsible for any discrimination. So the GAO went to work.
