Serving in the California Senate at the time. I recall vividly the internal debate. Home to a growing population of illegal immigrants. we saw the merits of providing amnesty. On the other hand. we feared the fiscal impact of such a policy. There were similar debates in other States. Those of us who have served in local government can attest to the true impact of a Federal policy that simply shifts the costs of that Federal responsibility onto the shoulders of local communities. Especially in the area of immigration and refugee policy. the Federal Government is backing out of its partnership with the States. When you sit down and examine the SLIAG debate. one factor becomes crystal clear: States and local governments are powerless to protect themselves from the consequences of Federal immigration policy. A State or countys fiscal wellbeing in this area is held hostage to the whims of the Federal Government. Doesnt sound much like a partnership to me.
