Mr. President. I rise today to discuss a matter of great importance to the fiscal integrity. the health and the welfare of the State of California and other States with large populations of individuals who received amnesty under the Immigration Reform and Control Act of 1986. I am speaking of course about the State Legalization Impact Assistance 49059 095 Vol. 137 (Pt. 11) 27 Grant Program or SLIAG as it has come to be known. The purpose behind SLIAG was very simple. Embodied in section 204 of the Immigration Reform and Control Act of 1986. SLIAG provides that States and local governments will be reimbursed for their costs in providing education. public assistance. and public health services to newly legalized aliens. The law provided that $1 billion would be appropriated for each of fiscal years 1987 through 1991. for a total of $4 billion. and it stated that any unexpended funds would remain available for the States through fiscal year 1994 at which any unexpended funds would be returned to the Treasury.
