Session #102 · 1991–93

Speech #1020051497

I do not envy Pete Wilson and the California Legislature as they grapple with Californias $14 billion deficit. But at least they have control over the very difficult choices they must make. Unfortunately. much of the budget crisis they are embroiled in stems from increased MediCal costs. welfare payments. and school needs directly related to a failed Federal immigrant policy. Cutting SLIAG will exacebate many times over the California budget crisis. the fiscal health of Los Angeles and other counties. and surely other States with large populations of amnesty recipients. If we are to cut these funds. then we must be prepared to acknowledge the fact that we are creating an underclass of citizens who will not have the tools to fully participate in and benefit our society.
