Returning exiles continue to be arrested. The Government has permitted the U.N. High Commissioner for Refugees to participate in the repatriation of the exiles. but the Governments reluctance to provide full access to returned exiles by the UNHCR and the lack of progress on indemnity has prevented the UNHCR from concluding an agreement to work for their return. A year ago. the South African Government made a series of pledges as part of its effort to enter negotiations with the ANC. In two documents. called the Groote Schuur Minute of May 3. 1990 and the Pretoria Minute of August 6. 1990. the Government committed itself to taking several key steps before negotiations could begin.
