Most blacks have little hope of finding Jobs. even if they succeeded in overcoming the odds and successfully complete their education. Many are losing hope for a better life. Although the U.N. High Commissioner for Refugees is attempting to arrange ror the return of the 40.000 exiles. most of those who return will have neither a home nor a job when they get there. Blacks also continue to be confined to 13 percent of the land of their ancestors and lack the resources needed to take advantage of their newly granted right to purchase property throughout the country. U.S. economic aid can make a modest difference now.
