In Central America. Germany. Eastern Europe. and the Persian Gulf we have seen changes. changes so dramatic that they really put one persons request to emigrate from the Soviet Union to Israel in the proper perspective. Andre Andreev and his family only seek the right to practice their religion. I do commend the Soviet Union for allowing Increased numbers of refusniks to emigrate. But it is not enough. The Soviet Union can and should allow more refusniks to emigrate. This debate Is not about world change. it is about the rights of individuals to practice their religion of choice. free from restriction and harassment. I urge the Soviet Union. In the strongest terms. to reconsider the case of Andrie Andreev. Further. I urge my colleagues to continue this vigil and to follow the Andreev case as well as the plights of thousands of other Soviet Jews who seek the right to emigrate from the Soviet Union.
