This vigil. in support of Soviet refusniks. has been taking place on this floor for 15 years. For 15 years. Members have spoken out for freedom. human rights. and for the right of Soviet Jews to emigrate. I commend the Members of this blody for taking such a strong stand In the name of human rights and urge all Members to pin the Call to Conscience Vigil. roday. I would like to focus attention on Andrie Andreev. a refusnik from Leningrad. In November of 1989. Andrel was denied the right to emigrate to Israel on the basis of his former army service. Andrel was discharged from the army in 1986. 5 years ago. Further complicating this case. Andreis wife and her parents were given permission to emigrate in November of 1989. The entire family remains in the Soviet Union. awaiting approval for Andrei to emigrate. Mr. Speaker.
