No hearings have been held on section 901 before any committee of either the House or the Senate. There is simply no case on the record for rolling back the application of section 901. And. yet. that is exactly what the House and Senate conferees on S. 358. the Immigration Act of 1990. have done. They have added a wholly new provisionabsent from both the Senate and the House immigration billswhich broadens the authority of the President to exclude aliens on the basis of their beliefs. It is both ironic and profoundly disappointing that the conferees would choose to revive this McCarthyera relic in the very year that the cold war came to an end. Indeed.
