In a very short period of time. if we do not act rapidly. the population will soon go to 10 billion people. What is going to happen to the standard of living. what is going to happen to the world environment as we know it. what is going to happen to our security. Mr. President. when another 5 billion more people in the world are demanding these very resources? If we think environmental refugees are a problem now. that is going to escalate dramatically. If we think political unrest is here now. that is going to escalate dramatically. all of these elements. And we have an opportunity. with a small bit of prevention. to make an enormous difference.
