The likelihood is that the NCR will become less and less relevant. further marginalizing the more than 300.000 refugees in the Thai camps. Therefore. United States policy should be to put pressure on the NCR to accept a settlement which would allow refugees to return to Cambodia. Third. The SOC Is already moving in our direction.
