Iraqs use of chemical weapons was by far the most significant violation of the Geneva protocol since its initiation. Not even Hitler did what Iraq did. In 1988. Iraqs use of chemical weapons culminated with a massive attack on its own Kurdish minority. In a few days in August 1988. after the end of the IranIraq war. the Iraqi air force launched hundreds of chemical weapons attacks on defenseless Kurdish civilians. These attacks. which were documented by a Foreign Relations Committee staff study. caused tens of thousands of deaths and produced more than 65.000 refugees. Most recently. Iraq has been developing biological weapons in violation of the 1972 convention prohibiting the manufacture or possession of such weapons.
