Mr. Speaker. we return to Washington today having spent the past 10 days in our districts. and among out activities Im sure we all celebrated the 2141h anniversary of the Declaration of Independence on For most Americans. the Fourth of July is one of the most meaningful celebrations of what it means to be a citizen of the United States. But some Americans. those born in foreign countries who become citizens by their own choice through naturalization. also make their own personal declaration of independence. Im sure most of my colleagues have spoken to newly naturalized citizens and have been deeply moved on such occasions. as I have.
