Mr. Speaker. events in just the past few months highlight both the advances in this area and the failures that have yet to be avoided. The allowed emigration of tens of thousands of individuals from the Soviet Union stands as an example of major headway in restoring the rights of the individual. On the other hand. the violent suppression of antiGovernment protesters in Romania and the continued detention of Romanian Students League leader Marian Munteanu and over 100 others stands as a reminder of the Governments blatant and regrettable disregard of the rights of Romanian citizens.
