In the last year alone. we have seen the democratization of Eastern European nations and in Nicaragua. and the beginnings of hope for a nonracial society in South Africa and the establishment of the new country of Namibia. As a result of these changes. this foreign aid bill addresses the now challenges as well as maintains our longstanding commitments to our allies and to needy third world countries. The programs funded range from security assistance to humanitarian assistance. from fulfilling our obligations to multilateral institutions to funding our export financing programs. from refugee assistance to protection of the worlds environment. Specifically. we maintain our full support for Israel and Egypt. as well as our other allies and base rights countries. Through the Agency for International Development. we address the plight of developing countries by funding programs on agriculture. child survival. education. private sector development. population planning. and environmental protection.
