These shifts in priority have been financed in part with some modest reductions in foreign military assistance. Discretionary foreign military aid is down 4 percent from the 1990 level and 7.6 percent from the 1991 request. There are areas where we should be doing better. For example. we need to do more to assist refugees. and in the future we should place more reliance on multilateral institutions where we can leverage our resources to address challenges and opportunities we face in common with others. On the whole. however. I believe that this is a good bill. one which serves American interests. and I urge you to support it.
