Charlie received his bachelors degree from St. Marys University and his M.B.A. from Dalhousie University. both In Halifax. Following a brief hiatus in the private sector where he served as vicepresident of a marketing and sales firm. Charlie immigrated to the United States and entered the University of Massachusetts at Amherst where he earned his doctorate in higher education administration in 1979.
