Mr. President. the Comptroller General has today released a report to the Senate Immigration Subcommittee finding a widespread pattern of job discrimination in the implementation of the Immigration Reform and Control Act of 1986. The GAO report confirms exactly what many of us in Congress feared when employer sanctions were enacted in 1986. The sanctions would be discriminatory against HispanicAmerican citizens. AsianAmerican citizens. and other ethnic minorities. and it would be difficult. to implement the law is a way that avoids such discrimination. Under the terms of an amendment that I added to the 1986 act. the General Accounting Office was required to make three annual reports.
