These killings were shocking because of the status of the victims. but we should be even more concerned about the longterm campaign against Indians. social workers. human rights workers. and opposition groups. which has resulted in nearly 150.000 deaths over the past 20 years. By any estimate. Guatemala has the worst human rights record in a region that has set abysmal standards on human rights. There are daily murders and kidnapings. 100.000 Indians have fled to refugee camps in Mexico. hundreds of thousands of Indians are forced into civil patrols. No military officer has ever been investigated or punished in spite of welldocumented massacres by the army. The recall gesture was a welcome shift of policy for this administration. whose last Ambassador to Guatemala referred to political murders and kidnapings as socalled human rights violations.
