Their actions in this case suggest that their attitude on the needs of our military personnel are stronger on rhetoric than on substance. I have serious reservations about this approach. I hope the Defense Department will make clear what their future plans are for the military personnel reprogrammings now that they have proposed using the funds for these reprogrammings for aid to Panama.
