Now that the invaders have left. and the military situation is stalemated. we should use our influence to help broker an honorable transition to a provisional government. acceptable to the majority of the Afghan people. to ensure the future neutrality and stability of their proud nation. I would add that our efforts in this area should be directed toward the Soviet and Pakistani Governments as well. Mr. President. it is estimated that some 3.8 million Afghan refugees are waiting in Pakistan for the chance to return to their homes and resume their lives after more than 10 years of a terrible. tragic warfare. To continue this needless bloodshed is in no ones best interest. and that clearly includes the United States. I urge the Bush administration to modify its present policy.
