The Vietnamese have been accused of being their air force to support a number of military attacks. There are conflicting reports about whether the Vietnamese presence is increasing or declining there. There have been reports of attacks or villages in which dozens of civilians have been killed or injured and much property damaged. Most seriously. it has been said that chemical weapons are being used in the fighting. Mr. President. these are all unconfirmed reports. Most of them have reached my hands from the many Hmong immigrants who have been able to make a home for themselves in my State. These are serious matters. Mr.
