Session #100 · 1987–89

Speech #1000023226

The longer the world tolerates the slow war of attrition which poverty and Ignorance now wage against 800 million children in the developing countries. the more likely it becomes that our hope for lasting peace will be the ultimate casualty. Henry Labouisse knew firsthand the trials of war. It was he who prevailed upon both factions of the 1968 Nigerian civil war to accept aid for children without regard to the politics of their parents. Earlier. as director of the U.N. Relief and Works Agency for Palestine Refugees. he helped provide food. shelter. health services. and education to some 900.000 Palestine refugees in five countries or territories of the Near East. Later he directed UNICEFs relief efforts in Cambodia when famine. malaria. dysentery and other diseases decimated hundreds of thousands already weakened by the strains of war. In 1961.
