That nonbinding provision was ignored by the administration. however. necessitating stronger action by Congress. On November 17. 1983. Congressman JOE MOAKLEY and I introduced what came to be known as the DeConcini/ Moakley bill. No action was taken by the Senate in the what remained of the 98th Congress on S. 2131. Last Congress. I reintroduced legislation. S. 377. and was ultimately joined by 27 of my Senate colleagues. S. 377 was reported to the Senate Judiciary Committee by its Immigration Subcommittee. Unfortunately. I was unable to get the Judiciary Committee to consider S. 377 despite repeated efforts to move it to the top of the committees agenda.
