These people would be identified. and it is certainly the intent that after the civil war they would return. I believe most people want to return to their homeland. I think they are here because of the fear of reprisal if they should return now. I began my participation in the efforts to stop the deportations in 1981 by joining with other Members of Congress in writing to the administration urging that extended voluntary departure [EVD] status be granted to Salvadorans. Despite our repeated requests. the administration refused to take this step administratively. In 1983 I introduced legislation expressing the sense of the Senate that EVD be granted to Salvadorans.
