Speaker. this bill was an addition to the existing law. The existing law did not adequately cover the question of the issuance of certificates of citizenship for children adopted by U.S. citizens. and this was an effort to correct that provision. This amendment requires that upon proof of satisfaction by the Attorney General that the applicant and spouse are citizens of the United States. either by birth or by naturalization. and that then the child become a citizen of the United States and can receive a certificate of citizenship if the child is at the time within the United States. That is the addition that the other body put on. It has to. also. under the provision of this amendment. be a child who was born outside of the United States. who is under the age of 18. who was adopted before the child reached the age of 16 by a parent who is a citizen of the United States and who is residing in the United States in the custody of the adopting parent and was lawfully admitted to the United States.
