I thank the gentleman for yielding. I will endeavor to explain this as best I can. The Immigration and Nationality Act Amendments provided for the issuance of certificates of citizenship for children that were adopted by United States citizens. When it went over to the Senate. they made some amendments to that provision. which. frankly. I am unable to determine exactly what the effect of the amendments that they made is. As far as I can see. it does not result in any substantive change to the original intent of the bill. The apparent difference. as far as I can determine. is that the other body added an amendment that the provisions with respect to citizenship for adopted children would apply only if the child is. at the time. within the United States.
