People who are here in the United States from Mexico. who wish to reunite with their families must wait as long as 9 years before they can bring them to the United States. All preference categories except the first preference are already oversubscribed. Therefore. if we really want to do things in an orderly manner. and if we want to be sure that these people immigrate within the law. then we must increase the current annual quota in order to make it possible for more people to come to the United States from both Canada and Mexico in a legal manner. This perhaps will stem the flow somewhat of those individuals who will be coming into the United States even under this bill. Under this particular bill before us. 350.000 will be legalized if they worked in the United States just 60 days sometime this last year.
