The amendment before you. however is. in fact. immigration reform. because what it does is it changes the basic law of the country. It makes it possible for a change in the visa provisions of the Nation. increasing the worldwide visas from 270.000 to 310.000 visas throughout the entire world. 40.000 of those would be devoted to this hemisphere. In other words. Mexico would be increased by 20.000 and Canada would also be increased by an additional 20.000.
