But if we want to do something in a legal way. it is most necessary that this amendment be agreed to. Mr. Chairman. again I will try to impress on the Members of the House that the one objective that we must have in mind is that we must do everything we possibly can to make available laws that can be obeyed. that will better the situation with regard to the illegal aliens and immigration in general to the United States. What this amendment does is actually unite families. At the present time we have thousands upon thousands of people in Canada and in the United States who cannot live with their wives and their children simply because visas are not available. By increasing the visa system by just 20.000 for Mexico and for Canada. we will be able. I believe. to reduce pressures to come into this country illegally. It would also recognize the nearness to Mexico and to Canada. and especially consider that we have historic and friendly relationships with the countries in question.
