This measure expresses the sense of the Congress that the United States should insist at the upcoming November meeting of the Conference on Security and Cooperation. that the Soviet Union release imprisoned and exiled members of the Ukrainian. and other public Helsinki monitoring groups. The resolution also states that the U.S.S.R. permit these individuals to emigrate to the country of their choice. In addition. the bill calls on the State Department to ensure that the United States consulate in Kiev reports on Soviet human rights violations in the Ukraine. Also the measure provides that any information on these violations should be included in the semiannual reports on compliance with the Helsinki accords.
