The continuing inability of the most strenuous efforts at coordination to result in the establishment of a unified. effective policy on terrorism means that there are differences which need to be worked out at the highest level. Accordingly. we are calling on the President to convene a summit meeting on terrorism to achieve that coordination and that effective policy. The agenda for such a meeting should include taking steps to end the misuse of diplomatic facilities. such as pouches and embassies. in support of terrorism. expelling diplomats representing states supporting terrorism. applying economic sanctions against countries harboring or training terrorists. establishing standards for better airport and seaport security. establishing terms for the exchange of information on terrorist activities. providing stricter visa and immigration requirements for nationals of states supporting terrorism. and. finally. agreeing upon mechanisms for coordination and cooperation in the use of force. when necessary and appropriate. against terrorist targets. Mr. Speaker.
