As leaders of the free worid. we have an absolute duty to intervene on bahalf of the oppressed people of the Ukraine and other freedom lovers around the world. Today we have such an opportunity. This resolution calls on the United States to insist at the upcoming November meeting of the Conference on Security and Cooperation in Europe that the Soviet Union release imprisoned and exiled members of the Ukrainian and other public Helsinki monitoring groups and permit them to emigrate to countries of their choice. This resolution also calls on the State Department to ensure that the United States consulate in Kiev reports on Soviet human rights abuses in the Ukrainian Republic. and that information on these abuses should be included in the semiannual reports on compliance with the Helsinki accords.
