Mr. Speaker. I rise as a cosponsor and strong supporter of House Congressional Resolution 332. which expresses congressional concern about the Soviet Unions persecution of members of the Ukrainian and other public Helsinki Monitoring Groups. The Soviet Unions human rights record is an international disgrace. They consistently deny their citizensparticularly their Jewish citizenseven the most basic of human rights. including the right to emigrate and the right to freely practice their religious and cultural beliefs. They do this in clear violation of the 1975 Helsinki accords. which they signed. That is a tragedy in and of itself. It is an abomination that they have gone even further by persecuting and imprisoning Ukrainian and other human rights activists for their work toward observance of the accords.
