We will miss him. but we are comforted by the knowledge that his wisdom and compassion will live on in his landmark legislative achievements. Jack Bingham was fortunate enough to be born to privilege. but he never forgot those who were less fortunate. Jack was the author of the Soviet Jewish Refugee Assistance Act of 1972 and he often led the fight for the rights of Americansminorities. women. the handicappedwho were historically excluded from fully enjoying the blessings of our great Nation. When our Nation was caught up in the insanity of the Vietnam war. Jack led the fight for passage of the War Powers Act of 1973. which limited a Presidents power to commit United States troops overseas without a congressional declaration of war.
