For nearly two decades. Jack Bingham served his district and his Nation with the highest degree of legislative competence and ability. insisting that our Government reach out to those in need of help. opportunity or protection. As a member of the Foreign Affairs Committee. he was a strong and effective voice for social justice and human dignity. authoring both the Soviet Jewish Refugee Assistance Act of 1972 and the Nuclear Nonproliferation Act of 1978. Throughout his career. he never wavered from his conviction that all people should be treated fairly and decently. He truly cared about people as individuals. and took the trouble to understand them. to know their problems. and to do everything he could to help them.
